I've actually had this Shockers tutu finished for a while, I just haven't had the time to take pictures and upload them.
The tutu has an elastic waist, but I added a yellow satin ribbon for a little flare! This one has an 18 inch waistband and will fit ages 2-3 depending on the child's size.
What I love about this tutu, aside from the fact that it is super soft and the colors of my alma mater, is that it can also be a bumblebee costume! Can't you just picture some cutie patootie wearing this with a black leatard, tights and pigtails for Halloween?
